Completely! Not only the culture but also the spoken language has influence on the learning process.
I believe some languages like english and german, has a better way of thinking. Other languages that came from latin are difficult to learn and to think.
Concentration, paying attention and commitment with the true are very serious in some cultures and this gives some tremendous advantage on the learning process, specially for kids.
